The Town of Highland is an active participating member of the Upper Delaware Council (UDC).

Regular committee meetings take place throughout the month. As a participating member of the Upper Delaware Council, we have committed to be in substantial compliance with the River Management Plan Guidelines.

The River Management Plan of the Upper Delaware Scenic and Recreational River can be accessed at the websites for the Upper Delaware Council and the National Park Service, so that everyone may become familiar with it, particularly the Town Board, Planning Board, Zoning Board of Appeals, land developers and river users.

(Note that the pdf file is 221 pages and 19.9 MB in size, so it may take awhile to download.)

Design Handbook

The Design Handbook, was originally printed in 1990 and was recently updated in 2014.

The handbook is based on a set of federal guidelines, the Upper Delaware Land and Water Use Guidelines (often referred to as only Guidelines), that apply within the river corridor. It explains these technical guidelines using plain English and lots of illustrations. But the Land and Water Use Guidelines remain the definitive source and we recommend that you refer to pages 114-134 of the Final River Management Plan. (Note that contact information in the Handbook may be outdated.)

The purpose of this brochure and poster is to support the Monarch butterfly and pollinator habitat which enables their vital participation in pollinating plants for healthy foods and beautiful flora for our region.

This brochure and poster was developed by the Town of Highland, Debra Conway the Town of Highland Co-Historian and History Prose & The Delaware Company, and Dorene Warner of W Design with a grant provided through the Upper Delaware Council's Technical Assistance Grant.
