NOTICE OF PUBLIC HEARING
PLEASE TAKE NOTICE that a Public Hearing will be held by the Town of Highland Town Board on Friday May 4, 2012@6:30 PM @ the Eldred Central School 600 ST.
RT. 55 Eldred, NY. regarding the adoption of the proposed
Local Law # 3 -2012. A local law to proscribe certain high impact industrial uses, by: Amending Local Law # 1 -1999, as hereto for amended; Adding §190-27 to the Code of the Town prohibited: Articulating certain explicitly prohibited uses; Adding certain new definitions and changing certain existing definitions establishing a severability clause. At said hearing all can be heard for or against the proposed local law., Written comments will be accepted up until May 14, 2012 at the Town Clerks Office PO Box 138 Eldred NY 12732 or at the public hearing. Copies of the proposed local law can be viewed at the Town of Highland Town Clerks Office @ 4 Proctor Road Eldred, NY and on the town website www.townofhighland.com.

Dear Town of Highland Residents:
Everyday operations in the Town of Highland have been proceeding well at the present time. We have been able to make many improvements including the upgrading of our Highway fleet, improvements at the Town Hall including the creation of the new Heroes' Park and 911 Memorial. Currently we are working on improvements at the Justice Court and Senior Citizen Center and the financial health of the Town is strong. We are looking forward to a third consecutive year without any significant tax increase.
I wish I could say that everything in the Town is running smoothly and with out controversy, but in the last month or so this is not the case. The Town is now considering the enactment of a Local Law which would ban heavy industrial uses associated with Natural Gas Extraction, in a word " fracking". Over the past five years, the Town has received considerable expressions of concern about the process and about the industrialization of the Town of Highland. In response, the Town has conducted forums, informational sessions and has received a great deal of feedback with the efforts to enact a ban in the form of Local law No. 3-2012.
Recently however we have received expressions of concern from some of our citizens, mainly large landholders in particular, who argue against the suppression of the economic benefits associated with Natural Gas extraction and the taking of property rights. They argue among other things that the technology is evolving and the New York State DEC and the Federal EPA are taking steps to protect the environment.
The Town Board is charged with the responsibility of hearing all opinions and making the best decision for the Town. This is why I am asking you now to plan to attend the public hearing on Local Law # 3 which will be held on Friday evening, May 4, 2012 at the Eldred Central School. An informational session will be held at 6:30 P.M. which will include an explanation of the Local Law after which the Town Board
will receive comments both for and against. A copy of this Local law is now posted on the
Town's website. Due of the anticipated large number of comments, we will be asking people to limit their comments to two minutes so that everyone will have the opportunity to express their views. If you have more to say you can submit your comments in writing at the Public Hearing or before.
Please give this very serious matter the consideration and thought it deserves.

Please remember that there is no open burning from March 15,2012 to May 15,2012 as per NYSDEC.
The Open Burning Regulations from the NYSDEC can be accessed the their web site www.dec.ny.gov
NYS has handed all the dog licensing over to the Town, I will be sending out renewals. If there is an error please do not hesitate to call me 845-557-6085. The price of the licenses has changed to $6.50 for spayed and neutered and $13.50 for non-spayed or non-neutered please remember to bring in your updated rabies information.
The Town Clerks Office is open Monday, Tuesday, Thursday, Friday from 8am to 3:30pm, Wednesday from 8am to noon. Evenings and weekends by appointment.
The Town Clerk’s Office is responsible for issuing Hunting and Fishing Licenses, Marriage Licenses, Death Certificates, and Handicap Permits. The Town Clerk is the Records Management Officer, Public Information Records Officer and the Register of Vital Statistics. The Town of Highland Town Clerk is also the Town's Tax Collector, the Town and County Tax Bills are sent out January 1, 2012. I collect taxes until March 31,2012 Payments for taxes post marked after March 31,2012should be sent to the Sullivan County Treasurer 100 North Street Monticello NY 12701.
My most important job is to serve the people of the Town of Highland in a fair and gracious manner. The Residents and Taxpayers of the Town of Highland are my employer.
